Biennial Hazardous Waste Reports: A Data-Reconciliation Workflow for LQGs
Prepare EPA Form 8700-13A/B by reconciling generator status, waste quantities, destinations, treatment methods, and minimization information.

Under the federal baseline, LQGs submit the Biennial Hazardous Waste Report by March 1 of each even-numbered year for the preceding odd-numbered calendar year. Build the report from reconciled source data, verify reportable and non-reportable wastes, transporter and receiving-facility identities, management method codes, and state-specific filing requirements.
Confirm reporting applicability
Review category by calendar month, episodic events, imported or consolidated waste, onsite management, and state thresholds. Some states require annual reports or reports from additional generator categories.
Build a controlled data set
Reconcile manifests, e-Manifest records, profiles, LDR documents, onsite treatment logs, inventory changes, and vendor reports. Resolve units, densities, duplicate records, rejected shipments, and amended manifests.
Apply current form instructions
Use the current EPA or state instructions and electronic portal. Map source-system fields to site, waste-generation, offsite-shipment, and management-method reporting fields with documented transformations.
Worked example: manifest quantity mismatch
A report extract uses shipment invoice weights while e-Manifest contains corrected receiving weights. The team defines the reporting source, resolves the discrepancy, documents the transformation, and retains the reconciliation.
Review and certify
Use technical, environmental, and management review; validate IDs, codes, totals, destinations, and minimization narratives; submit by the applicable deadline and retain proof.
Put the requirement into daily work
Assign an accountable owner and translate the biennial hazardous waste report decision into a field standard. Identify who performs each step, who reviews exceptions, what training and equipment are required, and where evidence is retained. Test the workflow with a real facility example before broad use.
Connect environmental, operations, maintenance, laboratory, purchasing, shipping, emergency-response, and contractor roles where their decisions affect the outcome. Use clear acceptance criteria so the same facts produce the same decision.
Records and reevaluation triggers
Keep the current regulatory basis, facility analysis, approvals, operating records, and exception history under a stable identifier. A reviewer should be able to reconstruct what was known, who decided, how the control was implemented, and how ongoing performance was verified.
Reevaluate after changes in material, process, equipment, quantity, storage, handling, vendor, destination, permit, law, incident, inspection finding, analytical result, or recurring failure. Document both the trigger and the resulting decision.
Common mistakes
- Assuming the vendor report is complete.
- Reporting shipment date data without reconciling generation.
- Using obsolete management-method codes.
- Missing state annual reporting.
- Failing to retain the submitted version and support.
Field checklist
- Confirm federal and state applicability.
- Freeze a reporting-period data set.
- Reconcile waste, shipment, and onsite records.
- Apply current form instructions and codes.
- Perform technical and management review.
- Submit, retain proof, and document corrections.
